‘This Is Revenge’: CM Mann Links Detention to CEC Gyanesh Kumar’s Brother

Bhagwant Mann Airport Detention: Punjab CM Bhagwant Mann targeted the Centre over his Delhi airport detention, alleging the Delhi Customs chief is CEC Gyanesh Kumar’s brother. Here is why the charge is explosive amid ongoing anti-CEC protests.

Bhagwant Mann Airport Detention: Escalating the political confrontation between the Aam Aadmi Party (AAP) and the BJP-led Central government, Punjab Chief Minister Bhagwant Mann on Friday launched a blistering attack inside the Punjab Vidhan Sabha, claiming his hours-long hold-up at Delhi’s Indira Gandhi International (IGI) Airport was an act of political “revenge”.
Bhagwant Mann went a step further by directly linking the customs action to the highest tiers of electoral authority in the country. Addressing the House on the second day of the session, the Punjab Chief Minister alleged that Manish Kumar, the Chief Commissioner heading the Delhi Customs Zone at the airport, is the brother of Chief Election Commissioner (CEC) Gyanesh Kumar.
“They took me to one side and made me sit there for two hours saying they were checking my luggage. Nothing was found in my luggage,” Mann stated in the Vidhan Sabha. “The head of Delhi customs is the brother of CEC Gyanesh Kumar… Whenever they get an opportunity, this is how they take revenge.”
What Happened at Delhi Airport: The SIAL Paris Trip & The ₹50,000 Fine
The incident traces back to Bhagwant Mann’s return from France on the morning of October 20.
- The Court-Approved Foreign Visit: Mann had travelled to France to promote Punjab’s agro-produce—specifically kidney beans and chickpeas—at the SIAL Paris International Food Festival. The trip itself had followed political friction after the Ministry of External Affairs initially withheld political clearance, prompting the Punjab government to approach the High Court to secure travel permission.
- The 2-to-3 Hour Hold-Up: Upon landing at Terminal 3 of Delhi’s IGI Airport alongside his wife, Dr. Gurpreet Kaur, customs authorities intercepted the Chief Minister’s contingent. While AAP leaders claimed he was held in isolation under “instructions from above,” customs officials reportedly subjected his personal baggage to a comprehensive scan.
- The ₹50,000 Challan: AAP functionaries revealed that an administrative penalty of ₹50,000 was levied before Mann was permitted to exit. Customs sources claimed the fine pertained to undeclared items/luxury goods carried in personal baggage, while Mann maintained that nothing unlawful was recovered and that the penalty was slapped merely to demean a sitting Chief Minister.
Why the Gyanesh Kumar Brother Allegation Is a Political Tinderbox
Mann’s decision to name Manish Kumar (a 1992-batch IRS officer serving as Chief Commissioner of Delhi Customs Zone) as the sibling of CEC Gyanesh Kumar has instantly shifted the row from an administrative customs dispute into a national constitutional flashpoint.
1. CEC Gyanesh Kumar Is in the Eye of the Political Storm
Chief Election Commissioner Gyanesh Kumar is currently facing intense pushback from the united Opposition (INDIA bloc), student organisations, and civil society groups:
- The Electoral Rolls Row (SIR): Opposition parties have staged massive protests in the national capital over the Election Commission’s Special Intensive Revision (SIR) of voter lists, alleging the arbitrary deletion of millions of genuine voters and unilateral decision-making by the CEC.
- Impeachment Motions & SC Petitions: Senior Opposition leaders have formally moved notices seeking the removal of the CEC, while civil society platforms have led street demonstrations demanding his resignation.
- Mass Protests in Delhi: The national capital has witnessed tight security bands, Section 163 BNSS restrictions, and detentions around the Election Commission headquarters and Jantar Mantar amid ongoing anti-CEC marches.
2. AAP’s Narrative of ‘Institutional Collusion’
By directly connecting the customs department head at IGI Airport with the CEC, the AAP leadership—including Arvind Kejriwal and Sanjay Singh—is attempting to paint a pattern of coordinated bureaucratic retribution:
- Targeting Non-BJP Chief Ministers: AAP argues that central enforcement agencies (CBI, ED, and now Customs) and constitutional bodies are functioning in lockstep to harass non-BJP leaders.
- Discrediting Institutional Neutrality: Linking an airport penalty on an elected Chief Minister to family ties within constitutional watchdogs feeds directly into the Opposition’s overarching narrative that regulatory and electoral checks have lost structural independence.
Assembly Showdown: Mann Attacks Centre
Inside the Punjab Assembly, Mann framed the airport incident as part of a broader assault on the federal structure and parliamentary democracy.
- Electoral Manipulation Claims: Mann accused the Centre of manipulating poll schedules and voter lists, questioning why Haryana and Maharashtra polls were not conducted simultaneously and alleging cross-state voter movement.
- Weaponising Agencies Around Elections: He alleged that central investigation agencies consistently register high-profile cases ahead of key state elections, only for them to taper off once polls conclude.
- Pride of Punjab: Reiterating that Punjab has historically resisted central high-handedness, Mann asserted that such intimidatory tactics—whether withholding state development funds or staging petty airport interrogations—would not cow down his administration.

Bhagwant Mann Airport Detention: What Lies Ahead?
While customs officials have officially maintained that standard baggage declaration laws apply equally to all international arrivals irrespective of protocol status, the incident has already provided the Opposition with fresh ammunition.
With Assembly elections approaching and the Opposition’s multi-pronged anti-CEC agitation continuing on the streets of New Delhi, Mann’s Vidhan Sabha revelations will likely trigger sharp confrontations both in the courts and across national campaign trails.
