The Punjab Vigilance Bureau (VB) has submitted a massive, approximately 40,000-page supplementary chargesheet in a Mohali special court against senior Shiromani Akali Dal (SAD) leader and former cabinet minister Bikram Singh Majithia in connection with an alleged disproportionate assets (DA) case.

The voluminous document—transported to the court complex in metal trunks—details an alleged financial trail of ₹736.96 crore spanning a 10-year check period (March 2, 2007, to March 31, 2017) when Majithia served as a minister in the SAD-BJP coalition government.

The filing immediately triggered a high-decibel political firestorm in Punjab. While the ruling Aam Aadmi Party (AAP) hailed it as concrete evidence connecting financial irregularities, shell entities, and synthetic drug money, Majithia dismissed the document as an elaborate, concocted “bundle of lies” designed to deflect from the state administration’s governance failures.

1. Bikram Majithia DA Case: What the Chargesheet Alleges

Bikram Majithia DA Case: The Vigilance Bureau’s supplementary probe focuses on the alleged gulf between Majithia’s declared sources of income and the real growth of his wealth and business networks.

According to findings highlighted by state authorities, the investigation examined:

The ₹737-Crore Financial Web: Investigators claim to have tracked transactions totalling ₹736.96 crore across multiple entities, involving unexplained company deposits, foreign entity credits, and liquor distribution syndicates.

Unaccounted Inflows: The bureau flagged ₹161 crore in unaccounted cash deposits, ₹141 crore linked to foreign entities, and ₹236 crore in unexplained credits into corporate accounts.

Key Companies Under Scrutiny: Majithia family-associated firm ‘Saraya Industries Private Limited’ sits at the center of the probe, alongside entities including Akash Spirit, UV Enterprises, AD Enterprises, Peregrine Saraya Organics, and SD Beverages.

Co-Accused Named: The supplementary chargesheet brings fresh judicial scrutiny on Majithia’s brother-in-law Gajpat Singh Grewal, alongside associates Gurmehar Singh, Harpreet Gulati, Amardeep Singh, and 10 corporate entities.

2. The Core Context: Connecting DA to the Infamous ‘Drug Racket’

Bikram Majithia DA Case: To understand why this supplementary chargesheet carries such immense political and legal weight, one must understand how a Disproportionate Assets case became intertwined with Punjab’s decadelong drug controversy:

The 2013 Jagdish Bhola Shadow: In late 2013, dismissed Punjab Police DSP-turned-drug kingpin Jagdish Singh Bhola named Majithia as a patron of an international synthetic drug (pseudoephedrine/chitta) syndicate. While the Enforcement Directorate (ED) initiated an investigation—during which ED officer Niranjan Singh was famously transferred—formal charges directly linking Majithia to drug hauls remained unproven in court.

The 2021 NDPS FIR: Days ahead of the 2022 assembly elections, the previous Charanjit Singh Channi-led Congress government registered an FIR against Majithia under the Narcotic Drugs and Psychotropic Substances (NDPS) Act. Majithia spent over five months in Patiala Central Jail before the Punjab and Haryana High Court granted him regular bail in August 2022, observing there were “reasonable grounds” to believe he was not guilty as charged at that stage.

The 2025 Special Investigation Team Pivot: Finding the direct NDPS trail legally contested, the Bhagwant Mann government reconstituted a Special Investigation Team (SIT). Based on the SIT’s findings from June 7, 2025, the Vigilance Bureau registered a fresh case in June  2025—under Sections 13(1)(b), 13(1)(e), and 13(2) of the Prevention of Corruption Act, 1988, shifting the battleground from drug seizures to money trails, tax records, and disproportionate wealth.

Revisiting Old Operatives: In this latest 40,000-page filing, the VB has explicitly revisited financial linkages with Canada-based operatives Satpreet Singh alias Satta and Parminder Singh alias Pindi, attempting to establish that proceeds from illicit narcotics were routed and regularized through legitimate liquor and distillery enterprises.

3. AAP’s Charge: ‘Historic Unmasking of Drug Money’

Addressing a joint press briefing, Punjab Finance Minister Harpal Singh Cheema and senior AAP leaders asserted that the filing marks the culmination of an unyielding probe against systemic corruption:

“For years, the people of Punjab asked where the ill-gotten money went. This 40,000-page chargesheet documents down to every rupee how shell companies, bogus transport accounts, and distillery entities were deployed to process ₹736.96 crore. The law is finally catching up with those who patronized the destruction of Punjab’s youth.”

The ruling party emphasized that the chargesheet details foreign bank transactions, domestic shell companies, and the artificial inflation of fixed assets, asserting that the evidence will hold firm during judicial trial.

4. Majithia & SAD’s Counter: ‘Kejriwal’s Desperate Concoction’

Bikram Majithia DA Case: Bikram Singh Majithia strongly denied every charge, accusing the AAP high command of deliberately misrepresenting a technical corporate financial audit as a “drug case”:

“A Year and a Half to Cook Up Lies”: In a direct public reaction, Majithia stated: “This is a supplementary chargesheet in a disproportionate assets case. It took them a year and a half to concoct this story, which is nothing but a bundle of lies. Truth will prevail. I will neither stop nor bow down from raising public issues.”

The 2018 Kejriwal Precedent: Majithia’s camp pointedly reminded the public that AAP national convener Arvind Kejriwal had formally submitted an unconditional written apology to Majithia in an Amritsar court in 2018 for making similar unsubstantiated drug-cartel allegations to escape a criminal defamation suit.

The Legal Stand: Majithia’s counsel, D.S. Sobti, argued that standard business turnovers, inter-company banking transfers, and commercial cash deposits from retail liquor operations cannot be unilaterally rebranded as “black money” or “drug proceeds” without concrete evidentiary links. The defense maintains that none of these claims have been judicially verified or proven before a magistrate.

With the filing of the supplementary challan, the special court in Mohali will now hear arguments on the consideration of the chargesheet, scrutiny of documents, and the framing of formal charges against Majithia and his co-accused.
