Raja Warring Steps Down: The Punjab Congress Chief Who Survived 2022 While the Big Names Fell

Raja Warring resigns as Punjab Congress president after meeting Rahul Gandhi, ending a 4.5-year term marked by a narrow 2022 win and the Channi rivalry.

Raja Warring Resigns: Amarinder Singh Raja Warring has resigned as Punjab Congress president, ending a four-and-a-half-year tenure that began in the ashes of the party’s 2022 rout and ends six months before the next Assembly election. Multiple reports said his successor — with Vijay Inder Singla being spoken of as the front-runner — is expected to be named within 24 to 48 hours.
Speaking about his meeting with Rahul Gandhi in Delhi on Friday, Warring said: “I met Rahul Gandhi. I formally gave him my resignation and he gave me a lot of love. He sought information about the situation in Punjab, what is happening with the government and what we should do. I shared with him my four-and-a-half years of experience as the state president, where our challenges are, how we have to fight those challenges and where our strengths are. There was this entire discussion with him.”
The 2022 appointment
Raja Warring Resigns: Raja Warring took over as Punjab Congress president in April 2022, days after Navjot Singh Sidhu resigned following the party’s drubbing in the Assembly election — Congress had won just 18 of 117 seats as AAP swept to power with 92. He was appointed by then Congress president Sonia Gandhi, alongside Bharat Bhushan Ashu as working president and Partap Singh Bajwa as Congress Legislature Party leader. A former Indian Youth Congress chief, Warring had been among Rahul Gandhi’s early picks for that organisation, and the 2022 appointment was widely read as bearing his stamp.
The choice was contested from the start. Former MLA Surjit Singh Dhiman was expelled from the party hours after he questioned Warring’s elevation.
Raja Warring: A career built on narrow survival
Raja Warring Resigns: Raja Warring’s own political arc is unusual for how often it has turned on thin margins. He first won Gidderbaha in 2012, unseating sitting Finance Minister Manpreet Singh Badal in what was then Badal’s home turf. He held the seat again in 2017, and in 2022 — the year the Congress was wiped out across the state — he won it a third straight time, by a margin of just 1,349 votes over the Shiromani Akali Dal’s Hardeep Singh Dimpy Dhillon, with AAP’s candidate close behind in third.
In the 2024 Lok Sabha election, Warring moved to Ludhiana and defeated three-time sitting MP Ravneet Singh Bittu, a Congress-turned-BJP contestant, by a margin of over 20,000 votes — a result that, at the time, was described as raising his stature within the party.
His move to Parliament vacated Gidderbaha, triggering a by-election in November 2024. The Congress fielded his wife, Amrita Warring, who lost to the AAP’s Dhillon by 21,969 votes — a reversal of the seat he had held for three terms, and one that Akali leader Manpreet Badal publicly used to needle Warring’s earlier criticism of “dynastic” politics in Punjab.
The Channi arrangement and its collapse
Raja Warring Resigns: Warring’s tenure was shaped throughout by a rivalry with Charanjit Singh Channi, who briefly served as chief minister after the party removed Captain Amarinder Singh ahead of the 2022 polls following a rebellion led by Sidhu. Warring was seen as the face of one faction; Channi anchored the other. An arrangement announced on 1 July this year — under which Warring continued as state president while Channi was given charge of the campaign committee — was meant to paper over the divide. It did not resolve the factionalism, and discussions about changing the state leadership continued in the months since.
Warring also drew public friction with other party colleagues during his term, including a sharp exchange with Abohar MLA Sandeep Jakhar — nephew of former PCC chief Sunil Jakhar, who quit Congress for the BJP in 2022 — after Warring accused the family of treating the party “as if they had got it on a lifetime lease.”
Raja Warring Resigns: The Pilot factor
The resignation follows the recent appointment of Sachin Pilot as the AICC general secretary in charge of Punjab affairs, a move reported to have been made with the immediate task of tackling factionalism in the state unit ahead of the election. According to reports citing sources, the leadership change was approved by Rahul Gandhi, Mallikarjun Kharge and K.C. Venugopal after discussions with Pilot.
Raja Warring Resigns: Congress has not yet made a formal announcement on Warring’s successor. Vijay Inder Singla’s name has been the most cited so far. Warring remains the sitting Ludhiana MP; his political role beyond that has not been stated.
