Muktsar Dalit Youth Stripped: Punjab State SC Commission has summoned the SSP Muktsar Sahib for a June 9 hearing after two Scheduled Caste youth were allegedly stripped, tied with ropes, and beaten in village Bhordi on suspicion of mobile theft. The Punjab State Scheduled Castes Commission has taken suo-motu cognizance of a brutal incident in which two Scheduled Caste youth were allegedly stripped naked, tied with ropes, dragged to fields, and thrashed in village Bhordi, Muktsar Sahib district — all on suspicion of mobile phone theft.
The Commission, chaired by Jasweer Singh Garhi, has summoned the Senior Superintendent of Police, Muktsar Sahib, to appear personally before it on June 9, 2026, with a full report on facts, action taken against the accused, and legal proceedings initiated so far. The SSP has been directed to present both original documents and photo copies at the Commission’s office at Punjab Civil Secretariat, Chandigarh at 9 AM.
The notice, issued under Section 10(2)(h) of the Punjab Raj Anusuchit Jatian Commission Act-2004, warns that failure to comply will invite invocation of powers equivalent to a Principal Civil Court under Section 10(1) of the Act.
What Happened in Bhordi: Muktsar Dalit Youth Stripped
Muktsar Dalit Youth Stripped: According to the Jag Bani report that triggered the Commission’s action, the incident occurred on June 6 in village Bhordi. A farmer family, suspecting the two SC youth — described as acquaintances of the SC community — of stealing a mobile phone, allegedly stripped them, tied them with ropes, and dragged them to the fields between 2 PM and 4 PM. They were tied to a tree, beaten mercilessly, and paraded naked through the village.
The mother of one of the victims, Jaspal Kaur, wife of Gurjant Singh, told reporters that around noon, the village’s Sandeep had come to their home with some migrant labourers, picked up her son and his friend, stripped them, and subjected them to a public spectacle of terror lasting nearly two hours.
The family said they pleaded for compensation and mercy but received no hearing. When police eventually reached the spot, they freed the youth — but the family’s grievance is that the two were not taken to hospital despite the severity of the beating.
Police Response Draws Criticism
Muktsar Dalit Youth Stripped: DSP Malot, Jaspal Singh, told mediapersons he was unaware of the incident as no one had formally approached the police. SHO Davinder Kumar, however, acknowledged awareness of the matter, saying the two youth were known to be involved in addiction and theft, and that action would follow after investigation.
Human rights activists sharply criticised the SHO’s framing of the victims, calling it an attempt to deflect accountability. Videos of the incident circulated on social media before the Commission took notice.
Commission Acts on Viral Videos
North Desk has accessed the Commission’s notice dated June 7, 2026. Human rights workers, upon seeing the videos, had written to Commission Chairman Jasweer Singh Garhi and SC rights activist Jatinder Singh Bhatti, demanding that the Commission take suo-motu notice. Former SC Commission member Advocate Karnveer Singh Indora also condemned the incident and demanded immediate action.
The Commission has responded within 24 hours of the Jag Bani report, scheduling a hearing for June 9 and placing the burden squarely on the district’s top police officer.
The incident, if the FIR has not been lodged under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, would represent a serious procedural lapse, as the nature of the assault — public stripping, tying, and beating on suspicion — would squarely attract provisions of the PoA Act.
