Haryana Police Brutality: Dalit Advocate Stripped, Cops Held Gun To His Head; HC Monitors Case

Haryana Police Brutality: Haryana police officers allegedly stripped a Dalit advocate and his family in lockup, beat them with sticks and held a gun to the advocate’s head. The SP Ambala made caste slurs. Punjab and Haryana High Court is now monitoring the case and has directed the DGP Haryana to produce an inquiry report.

A Haryana police officer pointed his revolver at an advocate, placed it before him and ordered him to lick his shoe. Another officer allegedly made the advocate and his family members remove their clothes inside a police lockup and beat them with sticks. The Superintendent of Police, Ambala, allegedly abused them with a caste slur — “Bazigaro, niche zameen par baith jao.”

These are not allegations buried in a complaint. They were made before a bench of the Punjab and Haryana High Court, which is now monitoring the case and has directed the Director General of Police, Haryana, to produce an inquiry report on the next date of hearing.

The victim is Ritesh Kumar, an advocate practicing before the District Courts, Ambala. He is represented before the High Court by advocate Naveen Chopra.

Haryana Police Brutality: What Triggered The Visit To Police Station

The sequence of events that led to the alleged atrocity began with a land dispute in Village Sohana, Tehsil Barara, District Ambala. Ritesh Kumar’s uncle, Chuhar Singh, owns land there and had begun construction of a residential house. Neighbours Sonu and Mintu allegedly threatened the labourers and stopped work.

A complaint was filed at Police Station Mullana. A compromise was eventually reached — Chuhar Singh agreed to leave 11 feet of his land as a passage — and work resumed.

On December 12, 2025, when foundation work was underway, a group of 12 to 15 persons armed with dandas and bindas allegedly attacked Chuhar Singh, his family members, and even the JCB machine driver at the site. The machine was damaged. A call was made to the emergency number 112 and to the ASI at Police Station Mullana at 9:45 AM. No action was taken.

When Ritesh Kumar and his family visited the police station in the evening to inquire about the action taken, the situation turned catastrophic.

What Happened Inside The Police Station

Haryana Police Brutality: According to the allegations placed before the High Court, the following officials — SHO Parmod Rana, ASI Prem Lal, ASI Manjit Singh and a fourth official named Aaditya, all posted at Police Station Mullana — subjected the advocate and his family to what the court’s own order describes as “inhuman treatment and alleged brutal atrocities.”

ASI Prem Lal allegedly drew his revolver, placed it before the advocate, and threatened him to lick his shoe.

The family was confined in the lockup. Their clothes were removed. They were beaten with sticks.

The Superintendent of Police, Ambala, allegedly abused the advocate and his family with a caste-based slur: “Bazigaro, niche zameen par baith jao” — a remark targeting their caste identity.

Three FIRs were registered at Police Station Mullana against the advocate and his family members in the days that followed — on December 12, 13 and 19, 2025 — in what the advocate contends is a retaliatory filing designed to neutralise the victim.

The State’s Own Admission

Haryana Police Brutality: In an affidavit filed before the High Court by a senior officer of the rank of Director General of Police, Haryana, the state has confirmed that the Deputy Superintendent of Police, Barara, found prima facie commission of offences under multiple sections of the Bharatiya Nyaya Sanhita against ASI Prempal and EASI Satpal and directed the SHO, PS Mullana to register an FIR.

An FIR dated December 19, 2025 was accordingly registered against these two officials at PS Mullana, District Ambala. Investigation is currently being conducted by PSI Ravi Kant.

The DGP’s affidavit further states that the Inspector General of Police, Ambala Range, has been directed to conduct a personal inquiry and submit a report within four weeks.

Where The Case Stands

Haryana police brutality: The High Court bench of Justice Sandeep Moudgil and Justice Rupinderjit Chahal, in its order has directed the DGP Haryana to place the IG Ambala Range’s inquiry report before the court on the next date of hearing.

The court’s order makes clear that it is watching the matter with intent: “Expecting the assurance furnished by the senior police officer to be bona fide and with an intent to act fairly, transparently and in accordance with law while conducting the inquiry into the allegations levelled by a member of the District Bar Association, Ambala, it is incumbent upon the Director General of Police, Haryana, to furnish before this Court the report submitted by the Inquiry Officer.”

The three FIRs registered against Ritesh Kumar — which he seeks transferred to Chandigarh Police for free and fair investigation — remain a live issue before the court.
