Punjab Minister Mundian Accused of Extortion: Punjab and Haryana High Court issues notice to state and directs DGP Punjab to file personal affidavit in a criminal writ petition alleging that Cabinet Minister Hardeep Singh Mundian threatened a Hoshiarpur businessman and deployed gangsters against him.

A Punjab industrialist has levelled explosive allegations against a sitting Cabinet minister in the Bhagwant Mann government — Hardeep Singh Mundian, MLA from Sahnewal and holder of the Revenue, Rehabilitation and Disaster Management portfolio. The industrialist who manufactures trolleys has filed a criminal writ petition which paints a disturbing picture of political intimidation, gangster deployment, a cover-up by local police under ministerial pressure, and a failed shooting on his brother.
The Punjab and Haryana High Court has issued notice to the Punjab government and directed the Director General of Police to file a personal affidavit
The High Court has also ordered an assessment of the threat perception to the petitioner and his family and directed that police protection be provided if any threat is found to exist. The matter has been adjourned to next month.
The petitioner is a resident of a village in Mukerian in District Hoshiarpur. He owns a manufacturing unit that makes PTO (power take-off) soft trolleys and sells them across India.
The Order That Has Set Off Alarm Bells
Punjab Minister Mundian Accused of Extortion: The court order records that ‘having regard to the nature of serious allegations levelled against respondent No. 8 and other private respondents, notice of motion is hereby issued.’ Respondent No. 8 in the petition is Hardeep Singh Mundian.
The DGP has been asked to submit the status report ‘regarding investigation conducted so far in an FIR registered last year and to file it by way of his personal affidavit — a measure courts typically invoke when they want direct accountability from the head of a police hierarchy.
The Allegation: Trolley, Then Threats, Then a Gangster Call
Punjab Minister Mundian Accused of Extortion: The petitioner’s account begins in September 2025. Mundian, it is alleged, visited the petitioner’s factory at Hayatpur and placed an order for a PTO trolley. The petitioner delivered the trolley as per the minister’s specifications. Payment never came. Instead, Mundian allegedly began pressuring Malkiat Singh and his brother to give him a large stake in their business — without investment.
When the brothers refused, the petitioner says Mundian threatened to shut their business down ‘by hook or crook.’ What followed, according to the petition, was a systematic escalation.
On September 28, 2025, three vehicles carrying 8 to 10 people — including a relative of an AAP area incharge (named as Baggi Singer from Noona Barkatan, Gurdaspur) and the MHC of Police Station Mukerian — allegedly arrived at the factory.
Several carried weapons. The group demanded delivery of two PTO trolleys within 2-3 days, citing the minister’s name. The petitioner said the minimum manufacturing time was six months. Baggi Singer, the petition states, told him openly that he had connections with high-level gangsters and could get ‘any job done through them.’
On October 5, 2025, Malkiat Singh received a WhatsApp call from a UK mobile number on his phone. The caller introduced himself as a gangster — named in subsequent complaint letters as ‘Doni Bal’ — demanded two trolleys within 2-3 days, and threatened lethal consequences if he did not comply.
When the petitioner asked which tractors the trolleys were needed for, the gangster replied that the trolleys were for his friend Baggi Singer, who had ‘already visited you.’
Police Under the Minister’s Shadow
Punjab Minister Mundian Accused of Extortion: After receiving the gangster call, Malkiat Singh approached the SSP Hoshiarpur with a formal complaint naming Baggi Singer and describing the threats. Police registered an but only against ‘Unknown 1’ and ‘Unknown 2,’ despite the petitioner’s representation explicitly naming the accused.
The FIR was filed under Section 67 of the Information Technology (Amendment) Act, 2008, and Sections 351(2) and 61(2) of the Bharatiya Nyaya Sanhita, 2023.
When the petitioner pressed police to add named accused to the FIR, officers allegedly told him openly that the accused had links with ‘high political leaders of AAP’ and that there was pressure from respondent No. 8 — making it ‘very difficult to register the FIR against them by name.’
The petition further alleges that DSP Kulwinder Singh Virk — then posted at Mukerian, now at Jalandhar Cantt — regularly threatened the petitioner and pressured him to compromise with the gangsters, stating that the minister had a personal interest in protecting them.
The petitioner says he secretly recorded the DSP’s version on his mobile phone.

Second Cabinet Minister Named: Dhaliwal on WhatsApp Call
Punjab Minister Mundian Accused of Extortion: The petition takes a further turn when it alleges that on a separate occasion, both Mundian and another Cabinet minister — Kuldeep Singh Dhaliwal, MLA from Ajnala, who until July last year held the Agriculture and NRI Affairs portfolio — together called the petitioner on a WhatsApp conference call and threatened him. The call was recorded by the petitioner.
The petitioner says he subsequently posted the video on social media to protect himself by making the threats public. It went viral. Mundian stopped threatening him for a period — but the threats resumed through proxies.
(Kuldeep Singh Dhaliwal was dropped from the Punjab Cabinet in July 2025. As of the filing of this petition in May 2026, he no longer holds a Cabinet position. His alleged role, however, remains part of the petition’s factual matrix.)
Attack on Brother, MLRs Conducted — Still No FIR
Punjab Minister Mundian Accused of Extortion: On November 22, 2025, according to the petition, some local residents from Hayatpur village, Tehsil Mukerian attacked the petitioner’s brother and mother and inflicted injuries on them.
Medico-Legal Reports (MLRs) were conducted at a hospital in Mukerian. Despite the MLRs on record, police refused to register an FIR, again citing ministerial pressure.
The worst incident, the petition alleges, came on December 28, 2025, when two gangsters Lakhwinder Singh and Bhupinder Singh allegedly opened fire on the petitioner’s brother. He escaped unhurt.
Prayers Before the Court
The petitioner has sought four specific reliefs from the High Court: a writ of mandamus directing the state to protect his life and liberty and that of his family; constitution of a Special Investigation Team to reinvestigate the FIR without ministerial interference; transfer of the investigation to the CBI if political pressure continues; and police security for himself and his family.
